On the basis of retaining the framework of the legislative system stipulated in the 1982 Constitution, the Law of Legislation specifies, clarifies as well as standardizes China's legislative system in terms of legislative subject, authorized legislation and sources of law. In its operation the system shows a general trend towards centralization from administrative organization to authority organization in relation to lateral legislative competency, and from local centralization to central centralization for vertical legislative competency.
