Compared with other kinds of property, works of art are often valuable and irreplaceable resources, and usually contain public interest. A general principle lex situs is applied to determine the ownership of transnational stolen art. Moreover, the rule of limitation is crucial to solve such disputes. Now there have been many countries to concern more about the interest-balancing among the original owner, the good faith purchaser and public policy in legislation and practice, and some scholars have brought forth the combination of the closest connecting factors and the conflict rule with actual character in determining the ownership of stolen art.
