英语语境:
Consular system, with a long history, is much earlier than diplomatic system. However, the meaning of consular protection is unclear. Some scholars equal consular protection with diplomatic protection; Some scholars mechanically regard it as the "diplomatic protection" conducted by consular staff; some scholars think it is as same as consular service.
