英语语境:
The people's congress system was set up by Chinese people of all ethnic groups under the leadership of the Communist Party in the long-term practice of building regime. It has gone through several stages: from infancy in the 1920s, to the Soviet system in the 1930s, to the Consultative Council in the 1940s and to the people's congress system. The system which has been constantly improved in this process was established with the actual conditions of China in combination with Marxism theory of regime building. Therefore, it is best suit China and full of vitality.
