With the development of Internet, network has already entered our daily life, and at the same time, cyber crime has also come into being. The internet not only brings about new crimes that target at computer systems, but also makes the commitment of traditional crimes easier and endows them with new characters. The cyber crime, a modern hi-tech crime, is on the rise and constitutes a threat to the social security more serious than any other conventional criminal form. Compared to traditional crimes, cyber crimes are of the features like high intelligence, concealment and continuity. Internet crimes are both subjectively and objectively motivated. The policy of "precaution first and punishment next" should be adhered to in dealing with the social problem of cyber crime.
