英语语境:
The Criminal Code of 1997 divided "crime of hooliganism" into several crimes, which is regarded as "decriminalization of homosexual" in China. Decriminalization is connected with "a crime without victim". In the amendment of the new Criminal Law, the one-dimensional interpretation of decriminalization interpreted it quite narrowly mainly as light police offence of decriminalization, ignoring the more broad connotation of it.
