With their professional advantages, lawyers play very an important role in legislation. Contemporary Chinese Lawyers can participate in legislation not only with the specific identities such as deputy of NPC, member of CPPCC, legislative advisory committee, and legislation assistant, but also by the ways of mandating legislation, direct petition and mass media. The legislative volition hasn't been paid enough attention in this newly-enacted law. On the one hand, the utilitarian motives existing in the course of legislation weaken the character of people's volition .On the other hand, a kind of well-operated system of legislative neutrality can hardly be established. What's more, the character of people's volition in legislation is undoubtedly acting as the moral support and provisional origin to all laws. Therefore it will contribute greatly to the ultimate aim and value what the Legislative Law itself pursues and finally attribute to the choice of mandatory legislative system.
