The process of constitutional transformation is one of constitutional construction, which requires attaining equilibrium among constitutional authority, stability and adaptability. There are three kinds constitutional transformation: constitution amendment, interpretation and practice. It is difficult to attain the equilibrium for only one of the three kinds.
