各级食品药品监管部门在查处违反《中华人民共和国药品管理法》以及《药品生产质量管理规范》、《药品经营质量管理规范》有关规定销售含特殊药品复方制剂案件中，发现药品生产企业、批发企业将含特殊药品复方制剂销售给个人、不具法定药品经营和使用资质的企业或单位，或者致使含特殊药品复方制剂去向不明的，一律按照《中华人民共和国药品管理法》第七十九条认定为情节严重行为，依法吊销《药品生产许可证》或《药品经营许可证》。

In the investigation and handling of cases involving the sale of compound preparations containing special drugs in violation of the relevant provisions of the pharmaceutical administration law of the People's Republic of China, the Good Manufacturing Practices for Pharmaceutical Products and the Good Supply Practice for Pharmaceutical Products, where the food and drug supervision and administrations at all levels find that any pharmaceutical manufacturer or wholesale enterprise sold compound preparations containing special drugs to individuals or enterprises or entities without statutory qualifications for supplying and using drugs, or caused the whereabouts of compound preparations containing special drugs to remain unknown, the pharmaceutical manufacturer or wholesale enterprise shall be deemed to have fallen under serious circumstances in accordance with Article 79 of the Pharmaceutical Administration law of the People's Republic of China, and its Drug Manufacturing Certificate or Drug Supply Certificate shall be revoked in accordance with law.
