30多年來，我国台湾地区积极实施所谓的脱警察化，然实施多年仍未见成效。一般行政机关在强制力执行方面，依然仰赖警察机关的协助。虽然警察机关持续推展精简警察业务，然其协办业务却不减反增。究其缘由，实因行政机关普遍缺乏强制力之故，而必须依赖警察之协助。然“行政程序法”第19条、“行政执行法”第6条以及“警察职权行使法”第28条之规定，即成为一般行政机关有请求警察机关协助的正当依据。

英语语境:

For more than 30 years, Taiwan has been trying to realize the so-called de-police without being successful for so many years. The common administrative agencies still relay on assistances of police force as to compulsory execution. Although the police organization keeps implementing downsizing police force, its associated business keeps increasing. The very reason for this is the administrative agencies lack enforcement. Therefore, they must rely on the assistance from police force. Article 19 of Administrative Procedures Law, article 6 of Administration's Execution Law and article 28 of Police's Exercising Functions and Powers Law together provide them with legitimate grounds for asking for assistances of the police force.
