在突发性很强的自然灾害发生的地区，往往平时没有赈灾物资储备，或储备的数量和种类有限。从SARS和“禽流感”在全国部分省区爆发后我国在应急物资供应方面所表现出的被动局面看，中国在应急机制的建立、应急物资保障、紧急状态法律法规的制定等方面存在诸多不足。从灾害发生到整个救灾工作结束，这中间有着众多的物流机构和人员的努力协作，但这种协作之间的紧密性还极其微弱，这归因于我国的自然灾害应急物流体系的不完备，以及众多分支机构之间的工作协调性不够好。

In areas where sudden natural disasters take place, there is no much enough relief supply in the ordinary time, or with limited quantity or variety of stock. From the passive situation in emergency goods supply when addressing SARS and bird flue in some provincial areas of the country, we are flawed in such areas as the establishment of an emergency system, emergency goods support, and legislation regarding emergency state. From the beginning of the disaster to the end of relief, a lot of logistics organization and personnel make great efforts and cooperated, but this cooperation is loose in struction. That's because our country's emergency logistics system for nature disaster is not perfect, and the coordination is not good enough among lots of branches.
