汉语语境:

发明人或者申请人向中国专利局递交的专利申请被受理后，专利局对专利申请进行审查，认为不符合专利法及其实施细则规定，并经申请人陈述意见或者修改后，仍然认为不符合专利法及其实施细则规定的，将作出驳回专利申请的决定。若申请人认为驳回的理由不能成立，或者认为对该申请文件进行修改以后，仍然有可能被授予专利权，则可以提出复审请求。

英语语境:

Inventor or the applicant submits the patent application to Chinese Patent Office. And the Patent Office should review it after acceptance. If the application is considered not in conformity with the patent law or its enforcement regulation, and is still unqualified after the applicant states opinions or amends it, the Patent Office will reject the decision of the patent application. The applicant can put forward the request for review of patent application, if he can't accept the reason or he thinks that it is possible to get the patent right with modified application documents.
