按照英国法律，禁止给予私人享有某种产品的专卖权，但是否给予团体或公司却没有明文规定。因此，英王查理一世通过出售专卖权大量搜刮金钱。1629～1646年间，查理一世给予许多大商业企业和公司以某种产品的生产和销售的专利权，同时公司取得专利权要付给王国政府巨额款项。
英语语境:
It was forbidden to give the right of monopoly of a product to a certain person according to British laws. But groups or companies had not been prohibited with any express terms. Therefore, king Charles I plundered lots of money by selling the right of monopoly. From 1629 to 1646, Charles I gave the production patent and sale patent of certain product to many large commercial enterprises and companies, at the same time, the company paid the kingdom a vast sum of money for the patent.
