英语语境:
The high mobility of capital, which is a consequence of economy globalization, will compact to local enviromental policies. Furthermore, the interest group will effect the policies too. So, this paper construct a model to explain that the polices maker should find a balance between the feasible set of policy making from interestgroup and the public welfare. We find that, there is a laxer pollution regulation when the government reduces capital tax, and the public welfare rises.
