资政院是清政府设置的中央谘议机关。为了安抚人心、拉拢立宪派、抵制革命派，清政府被迫作出“预备立宪”。1907年9月，那拉氏以“懿旨”正式宣布筹建”资政院以立议院基础”。1910年9月23日正式成立，议员分“民选”、“钦选”两类，各占一百席位。

Zi Zheng Yuan(advisory council in late Qing dynasty) was the central advisory office founded by the Qing Government. In order to appease public feeling, and attract the constitutionalist, and protest against revolutionaries, the Qing Government was forced to make the “provisional constitution-making”. In September 1907, the Nara announced with an imperial decree that Zi Zheng Yuan would be established as the foundation of the parliament. It was established on September 23th, 1910. The members of Zi Zheng Yuan were divided into two kinds, “elected by people“ and “elected by imperial order“, and each kind had one hundred seats.
