A study was conducted on the structure system of the integration of urban and rural public sports service by adopting relevant theories of sociology, sociology of public relations and system science. The study revealed that the integration of urban and rural public sports service were a systematic project. Its structural elements could be divided into three levels--the core, the support and the security according to their different functions. It was a dynamic system which included such elements as policy and institution, organization and management, the distribution of resources, the development of fitness activities, the guidance in bodybuilding, physique monitoring, information consulting and so on. These elements and the integration system were the relations between parts and wholes. They play a role respectively, affect and determine the functions of the whole system.
