进入20世纪90年代以来，我国的弱势群体问题表现得十分突出，而且弱势群体在进一步弱势化。近些年来，我国的社会政策在支持弱势群体方面起到了一定作用。总的说来，当前我国的社会政策呈现出不平衡、补偿性、配套性、政治动员、行政工序化和应急性的特点，没有形成整合的社会保障制度和社会政策体系，影响了社会政策的效果。

英语语境:

The last decade of the 20th century witnessed a conspicuous problem of the disadvantaged groups and their further weakened situation in China. Recently, the social policy of our country has been playing a positive role in supporting the disadvantaged groups to a certain degree. Generally speaking, the social policy in present China is characterized by its being a complete set and by its being imbalanced, compensative, politically motivated, administratively procedural and emergency meeting.It has not formed an integrated social security system and social policy system, affecting the effectiveness of social policy.

英语语境:

At the present, the vulnerable groups become a serious social problem in China. In view of the idea of social justice and the current need to allsidedly build China into an "overall welloff society", the government and the society should pay close attention to them and help them by the social policies. The present policies lay stress on "compensation", namely, help them lead a basic living. It neglects the importance of how to eliminate the "social exclusion" and realize the "social integration".
