Historically, multiculturalism was closely related to the ethnic minority rights. Currently there are two features in the research on multiculturalism and the ethnic minority rights. One is that most researchers do not strictly distinguish the different dimensions of multiculturalism. The other is that they tend to regard only multiculturalism as a theory of the ethnic minority rights and less attach its importance to the multi-ethnic state construction.

The multinational country is the prevalent form of modern national structure. The diversity of culture and nationalities are the special features of the social life in these countries. Through the national public authority to integrate a member of nationalities into national political system, to unify national identity and ethnic identity , and to build a harmonious relationship are the ultimate goal and building process of the ethnic integration in multinational country. From the inner regulation of the ethnic integration , this paper considers that the tense between the ethnic heterogeneous elements and its growing strength ("segregation") and the national unity ("integration"), determines the logic of ethnic integration in multinational country , which concretely manifest three aspects of reality , political and construction. For the multinational country , the recognition and protection of the collective rights of nationalities as members of the heterogeneous elements is the key to ease the structural tension.
