Since 1990s, there has been a strong concern about the low levels of participation in public life internationally, particularly in the western developed countries. Therefore, various countries adopted education for active citizenship as their policy priority. On the basis of strengthening students'participation in school and community life, these countries aim to develop informed, responsible and participatory citizens through various educational approaches, including active citizenship within the curriculum/classroom, within the school/organizational culture, and through links with the wider community.
