This study analyzes the valid circulation, a "sparrow" which can help understand the development of press reform in China. It thinks that the mixture of no-economic target and economic target are the reason of misunderstanding valid circulation. To separate government from market is a possible way. In the market the fair competition is the valid mechanism to promote the efficiency of circulation, while beyond the market the efficiency of fair communication is more appropriate.
