“社会雷达”由美国传播学家施拉姆提出，是其对传播的环境监控功能的一种形象比喻。在20世纪40年代，美国政治学家拉斯韦尔最早概括了传播的三种基本社会功能：环境监控，社会协调和文化传承。传播的环境监控功能，指的是传播在帮助人类察知内外环境变化并及时调节环境适应行为方面所起的重要的作用。这种作用，与雷达收集和处理信息的活动具有类似性，因而施拉姆将之称为“社会雷达”。
英语语境:
“Social radar” was put forward by Schramm, an American scholar on communication studies. It is Schramm's analogy between the environmental monitoring function of communication and radar. In 1940s, American politician Lasswell first generalized three basic social functions of communication, namely environmental monitoring, social coordination and cultural heritage. And the first one, according to Lasswell, implies that communication not only informs people of changes in- and outside of the environment, but enable them to timely adapt to changes. This function, in Schramm's opinion, resembles the work of radar in its information collection and processing, and therefore gets its name.
