This study reviews the arguments against the business model of open access journals (OAJ) —— the author payments model which the international scholarly publishing community focuses on currently. The issues such as who should pay for the author side charges, how much funds have the funding bodies or governments provided, and will they give continually for open access scholarly publishing are discussed. It also reports some estimates or measures about cost per article of OAJ and the present pricing levels of author fees set by different publishers. The advantages and disadvantages of OAJ and toll access journals (TAJ) are compared. Finally it analyses the problems existing in the sustainable development of OAJ financially.
