中国是世界上盲人最多的国家，但自从160年前法国人路易·布莱尔（LouisBraille）发明了以6个圆点的凹凸来表达的布拉耶盲字，并由西方传教士在上世纪末传入中国以来，中国的盲文出版事业发展仍极为缓慢，虽然在党和国家的关怀帮助下取得了一定成绩，但总体形势仍不容乐观，存在着很多问题：盲文出版社数量少，资金来源有限；盲文出版物成本高；盲文出版物数量品种少、内容滞后；盲文出版物发行渠道不畅；盲文印刷出版技术比较落后。

China is in the country with the largest number of blind people. China's Braille publication enterprise have developed extremely slowly since Braille, the symbols of six concave and convex dots invented by French Braille 160 years ago to help blind people read, was introduced to China by western missionaries at the end of the 19th century. Although much has been achieved under the Party's and national's help, there are still many problems: too few Braille presses and lack of fund for publication, the high costs of books in Braille, limited choices in diversity and out-of-datedness in contents, the narrow publication channels, and the primitive printing techniques for Braille books.
