鼓吹署的建立要晚于鼓吹乐的出现。汉代尚未建立专门性的鼓吹乐管理机构，“黄门鼓吹署”此机构并不存在。汉代的黄门鼓吹包括黄门(宴飨)鼓吹和黄门骑吹，其成员分别由来自乐府的黄门倡和来自少府可充当禁军的黄门冗从组成。用于宫廷宴飨部分由小黄令管理，骑吹则由黄门冗从仆射管理，并接受承华令的管理，二者同为隶于九卿的少府管理，构成了后世对鼓吹乐进行管理的初步机制，也为西晋时正式建立鼓吹署管理鼓吹乐和百戏打下了基础。

The agency for Guchui music appears much later than Guchuile music. The agency for "Huangmenguchui music"does not exist at all, and there was no such agency for Guchuile music in Han Dynasty. The Huangmenguchui music in Han Dynasty falls into party music and travel music, whose members are consisted of Huangmenchang from"Yuefu"department and Huangmenrongcong from "Shaofu" department. And the members for palace banquet music are managed by Xiaohuangling officials while Qichui music by Pushe officials from Huangmenrongcong department which, in turn, is under the indirect management of Chenghualing organization, both of which are subordinate to Jiuqing office, constituting the primary system for managing Guchuile music in later dynasties which as well lays solid foundation for formally setting up the agency for managing Guchule music and Baixi drama.
