It is a basic task for universities to educate people. However, it gives priority to the function-"imparting knowledge and educating people"-that a teacher worked in the past, and pay little attention to that of "educating people by management". It is significant for them to realize the goal of personnel training in heightening the consciousness of teaching, managing, educating.
