The high-quality balanced development of compulsory education in our country has transferred from equality of right to equilibrium of resources, and is moving forward from equilibrium of resources to high-quality balance．High-quality balance is the combination of high quality and equilibrium, and aims at promoting educational quality on the basis of educational resources equality in order to realize the equilibrium of educational quality． Educational output, educational process and educational outcome are three manifestations of educational quality; therefore the balance of educational quality contains balance of the quality of educational output, educational process and educational outcome． High-quality and balanced compulsory education is equilibrium with difference on the basis of bottom-line equilibrium．Its development is a kind of connotative development which focuses on promoting educational quality, and is a kind of distinctive development on the basis of standardization of quality.
