The current assessment system for primary and secondary mathematics education can not give a comprehensive explanation about mathematics education quality, nor can they reflect the influence of the curriculum, school and teachers on the quality of mathematics education. Recently, The Ministry of Education of China has established the Assessment Center for the Quality of Basic Education, which means China has started a national assessment system on mathematics education. The establishment of the system with Chinese characteristics has already been one of the most important tasks in the progress of educational developments and innovations, which ensures that the assessment work should comprehensively reflect the current state of mathematics education, the methods used should make for objective information collecting, and the system should scientifically assess students'mathematics learning.
