治理是统治与管理领域中的新概念,传统的统治与管理的模式越来越被民主决策、学会妥协、公开透明、解决问题等治理要素所替代。从治理的理念出发,教育治理的理论构思应包括:首先要尊重教育主体的多元化;其次要以契约联结政府与学校;再次是建立协商式的教育决策机制;还要以评估为教育政策调节工具;最后要以系统导航来构建教育宏观管理机制。中国教育改革正处于继续发展的关键时刻,而关键之关键则是要建立新的教育改革决策机制、教育管理协商机制、教育政策保障机制和教育系统监测机制。


英语语境:

Governance is a new concept in the political and management fields. Democratic decision-making, learning to compromise, openness and transparence constitute the essential factors. On the idea of that basis, the present paper tries to construct a theoretical frame of education governance in regard to the diversification of education subjects, the linkage between the government and schools in terms of contracts, the negotiation as the basic mechanism for decision-making of education, evaluation as regulation tools for education policy, and pilot system for establishing a mechanism for macro-management of education. Now education reform in China is at a key moment of development, and the priority is to build a new mechanism of decision-making for the reform, that is, a negotiation mechanism for education management, so as to ensure and supervise the mechanism for education policy and education system.
