The development of the information technology has been very fast. Human beings are now in a great information society. Traditional higher education system is too stiff to suit the needs of knowledge economy. Flexibility was introduced into educational fields. The thought of flexible education system was formulated. The strategy was designed to achieve management flexibility, teacher's flexibility and student's flexibility. As an example, the educational reform of Yanshan University was given to illustrate the method of operation of flexible education system. The flexible education system can suit the social needs dynamically, meet the personality challenge of the students and adapt quickly to the social macroscopical demand for higher education.
