In terms of reward and subsidy indexes, the Ministry of Education has adopted different policies on higher education institutions, and private technical universities and colleges: (1)The higher education system: the subsidy indexes are based on the teacher and student numbers; the reward index is based on the mid-term development plan of education. (2)The polytechnic education system: the subsidy indexes are based on the teacher number, the class number, and the type and number of academic programs (including academic colleges, schools and departments); the reward indexes are based on the result of the assessment done by the Ministry of Education, teaching improvement, efficiency of fund expenditure, the assessment of school visiting done by educational inspectors, accounting administration, the support from school policies, and the contribution from the Board of Committee.
