With the development of society, economy, science and technology, as well as the outbreaks of epidemics like SARS and bird flu, public health attracts the attention of the whole society. This article intends to discuss the ethical nature of public health, which can be summarized as four aspects-the concept of public health, the ethical purpose as the origin and existence, the ethical justice as the social system and the moral character as behavior principle and code.
