英语语境:

Institutions of elite education should not take the responsibility of mass education. In order to lessen the pressure of elite education institutes brought about by the tendency of mass education, we should transform from "controlling development" or "speeding up development" to "appropriately developing in advance" in terms of scaling speed of higher education growth. As to the mode of higher education growth, we should adopt "the parallel development of connotative and external mode while stressing on the latter one" or "external development" rather than "connotative development". Higher institutes should develop respectively to achieve its own characteristics and strive for leading position in each type and level.
