Western and Eastern Han were dynasties when the Ministry of Men-xia originated. During this time, to meet the needs of the feudal political governing, Shi-zhong, or inner hall palace attendants, as the officials of the Men-xia Ministry, underwent a procedure of changing roles: from liaison officers between the PM and the king to inner hall attendants to government secretaries. The Shi-zhong organization also underwent changes from loosely structured consultant committee to institutionalized government secretary organization. The changes were actualized mainly in the Eastern Han dynasty.
