The strategies of human resource development are the guideline directing the human resource development of an organization or an area. It is also the policy basis for implementing the strategies. There are at present three mature modeles of the strategies: "Strategy of Attracting Human Resources" represented by America, "Strategy of Investment in Human Resources" represented by Japan and "Strategy of Structural Adjustment in Human Resources" represented by Germany.
