高等学校具有教学、科研、社会服务三大职能，在西方发达国家，这三大职能均已实现体系化。经过近几十年的努力，我国高校的教学、科研已基本实现体系化，但社会服务离体系化相去甚远。推进我国高校社会服务体系化，要借鉴美国高校的“服务—学习”，创建社会服务体系的核心系统；建设教学服务型大学，创建社会服务体系的骨干系统；优化高校生态环境，创建社会服务体系的环境系统；重视资源转化，实现社会服务体系中各系统、各要素的有机联系。

英语语境:

There're three functions of the university, such as teaching, research and social service. In the western developed countries, these three functions had been systematized. After decades of efforts, the functions of teaching and research had been systematized in China's universities, while there's quite far from the systematization of social service. To promote the systematization of social service, it should draw lessons from the service-learning of American universities, and establish the core system of social service system; build the teaching-service-oriented university, and construct the bone system of social service system; optimize the ecological environment of university, and create the environment system of social service system; attach importance to resource conversion, and realize the organic connection of various systems and elements in the social service system.
