Nowadays, the problem of Higher debt of school has been one of the most important points that has been paid more attention to in the society, therefore, has become the insurmountable obstacles inhibiting the development of the Higher Education. From the retrospect and summary of the development of Higher Education in recent decade, it can be found that the principal cause for the Higher School's is due to the insufficient investment of the government. The development of the debt made the government facing the dilemma between “hard to pay“ and “harder not to pay“. Consequently, the alleviation of the debt is the preoccupation for the stability of the development of the higher school.
