In today's context of diversification, autonomy and marketization in universities'development, we need to review the traditional view on higher education quality urgently. Higher education is a process of knowledge transfer. From the view of economics, students need to pay for this knowledge, yet the return would partly be discounted in present. Hence, it's necessary to facilitate knowledge transfer efficiency and improve higher education quality by raising students'knowledge transfer efficiency in present and future. As a great carrier of knowledge transfer, curriculum design is playing a key role in improving student's expected utility and higher education quality. Thus, a curriculum reform based on value of knowledge will be a necessity of achieving quality higher education.
