It is the purpose of this research to compare the development of number concepts of grades 1 to 6, moderately and severely mentally disabled children whose intelligence ages range from 3 to 6 and that of normal children with the same intelligence age. The results show that the ability of learning number concepts depends on the intelligence age. Therefore, it is advised that teachers should choose teaching materials according to the mental age of children with mental disability in the teaching and learning of number concepts.
