With the implementation of the African Millennium Project, sub-Saharan Africa's basic education has been developing rapidly. The focus of the development moves gradually from primary education to the relatively weak secondary education. To speed up the EFA goals and the Millennium Development Goals process, the World Bank and sub-Saharan African governments have carried out the system and the mechanism reform to their secondary education, including the reforms in education funding, teaching quality, curriculum, decentralization of school power and other aspects of reform policies. After several years of efforts, some progress has been achieved with the reform, but many constraints still exist if achieving the objectives of the reform.
