Risk assessment methods were developed largely piecemeal and efforts to clarify the history have applied the post-hoc categorization into four generations (Bonta, 1996; Andrews et al., 2006). The first generation is typified by informal procedures such as clinical assessment based on expert judgment. The second generation is characterized by the introduction of formalized actuarial risk assessment. Several efforts of formalization occurred early in the 20th century, most notably in the development of the Burgess method (Burgess, 1928). Burgess introduced a numeric scale with 21 items found to be statistically associated with recidivism; a point value was assigned to each item and a sum of point values calculated, yielding an overall score.
