A mixed sampling design combined with multistage, stratified, PPS and equal probability sampling procedure is discussed in the paper. Under the consideration of available resources and timing requirements, a reasonable trade off among scientific methodology and practical maneuverability is made and an operable sampling design of a nationwide survey on internet users and their behaviors is worked out for the China Internet Network Information Center.
